Because Emacs does not interpret raw bytes as human-readable characters, by design. You could set unibyte-display-via-language-environment to get it displayed as "=F1", but that's only a display setting, it doesn't cha= nge the basic fact that Emacs is _not_ treating 241 in a unibyte string a= s a character.
