Could you perhaps elaborate a bit what you mean by this?  For example, why 
would typing "C-z C-z" instead of "C-z" to suspend, something you 
presumably don't do once a minute, be "a big pain in the neck"?

There is a problem in need for a solution.  If nobody agrees to make small 
concessions it will forever remain a problem, with on the one hand 
repeated conflicts and animosity between Emacs and package developers, and 
on the other hand unnecessary complexity to install packages for Emacs 
users.
