Which would mean if there can be a (nongnu) forge that people can =E2=80=98f= ork=E2=80=99 the Emacs/ELPA repo, commit/push and open a PR to the main repo= , one wouldn=E2=80=99t need to point to an external repo. One could just poi= nt to a fork of repo on the nongnu forge in this case.=
