Both of these purposes are useful. For my particular use case, it's the same thing, because I build Emacs in an environment kept specially for that purpose and do not have any config on that machine. From my perspective what I really care about, though, is getting something that can do some basic testing of my windows builds so I can (finally) get 27.1 out, and also future releases with some confidence that I haven't screwed up. If we can fulfil both use-cases with one library that's great; but I only have time to worry about one of these at the moment. Phil
