From the Unicode point of view, the issue is not merely assigning a code= point=20 for the new character (that's already done: it'll be U+32FF), it's assign= ing=20 compatibility decompositions, something that won't be known until the new= =20 emperor chooses his name. For example, the current emperor's name =E3=8D=BB= (U+337B) is=20 a composition of =E5=B9=B3=E6=88=90 (U+5E73, U+6210). Because decompositi= ons must be cast in=20 stone before the code point is officially issued, Unicode won't update it= s=20 tables until it knows the actual name and how it's composed. And because = it=20 won't update its tables, I expect that Emacs (and other software apps) wi= ll wait=20 until it does, which means that older programs may well mishandle the new= character. The new emperor could help out by choosing a name now, but Japanese imper= ial=20 protocol long predates Unicode and I expect they're not gonna change how = they do=20 things just because some young whippersnapper computer dudes ask them to. Also, suppose the new emperor decides on a single-character name that's a= lready=20 in Unicode; presumably U+32FF will not be assigned to the name after all.= I=20 think this unlikely, though, as getting a character of your own is one of= the=20 perks of being emperor.
