* C-h S behaviour

With latest CVS emacs, this seems strange to me:

Visit the NEWS file C-h N, enter C-h S, 
prompt says:

        Use symbol help mode:

Visit a lisp file (e.g. lisp/info.el), enter C-h S,
prompt says:

        Describe symbol:

What's going on?

And what does "Use symbol help mode" mean -- the prompt and docstring
doesn't really give me a clue to what it's supposed to do.  If I look
at the completions on the prompt, I get a list of major modes but it
still doesn't "ring a bell"...
