Hi John,

while backing the effort, being concerned, that way new overhead is created.

Why not keeping all patches at the bug-tracker?

Either a patch relates to a bug - attach it there. In case of not - open 
a new ticket.

A patch-champion keeping an eye at this process and taking action if 
needed will be useful still.
