Yes, you can modify .dir-locals.el. But that's intended for generic 
rules, not for specific files that are exceptions. Generally file-local 
variables are a better match for quirks like this. It should be pretty 
easy; e.g., see the file 'test/manual/etags/html-src/software.html'.
