The criteria are stated just once per translation catalog. For example, the "Plural-forms:" line appears just once in the Russian translation catalog for coreutils. The criteria need not be repeated for each translated message. If Emacs ends up having dozens or hundreds of message catalogs, it may be worth looking into maintaining just one copy of the Russian criteria, rather than once per Russian translation catalog. I hope we don't go that route, though.
