"Simplest" in the sense that it is the least work to implement and to explain to other developers, under the constraints that (1) user-facing text (e.g., C-h n) properly quotes according to the GNU coding standards, and (2) other file-viewing programs behave adequately on etc/NEWS even on old-fashioned text consoles. There is plenty of precedent for straight quoting in other text files in Emacs, as well as in etc/NEWS itself before today's changes, so I'm inclined to go back to it in this particular case even though it's neither my first preference nor yours.
