The 64 bit build of Emacs on Windows (MSYS2/MinGW64) fails:

this is with master: 692e410470250ea3c1feafaad077ff0758c01ec3
The failure seems Windows related because the same master builds on OSX
(nextstep) and GNU/Linux (GTK3)..
