In enterprise Java it doesn't have to be a part of an IDE and in most cases an external product is used - AFAIK it's true for other JVM languages too. That's why people having experience in other environments should write what makes them productive, in their environments. Maybe for C/C++ programmer a profiler is a must. I don't know. To be clear that we're on the same page. We are in the brainstorming phase now, collecting ideas that will be evaluated later.
