Ah, it sounds like you're worried about misuses like (format filename), w= here=20 FILENAME might contain arbitrary characters including curved quotes. How= ever,=20 code like that has always been buggy, as FILENAME may include %% (or % fo= llowed=20 by something else, of course) and the %-sequences would be misinterpreted= too. Bugs like that do exist on occasion, but the recent change to =E2=80=98fo= rmat=E2=80=99 hasn't=20 introduced significantly more opportunities for them.
