Yes, that's what I typically do. vc-dwim encourages this style; with it, the top level ChangeLog is a symlink to somewhere else, which has other advantages. Another hack would be something like this: (setq change-log-default-name "/home/eggert/src/gnu/emacs/master/ChangeLog") Though of course this won't work well if you have the habit of working on multiple projects or repositories. I expect add-change-log-entry could be made smarter, so that it would do the right thing with a vanilla copy of Emacs checked out from the repository, one that doesn't have a ChangeLog file.
