Hmm, perhaps this scenario happened? A. Somebody committed "configure.in" without also committing the corresponding "configure" etc. files. B. You did a "bzr up", and then ran "configure" without "--enable-maintainer-mode", as shown above. (A) happened in bzr 103411, which was around the time that you reported the issue, so that might explain things. Is it normal to commit configure.in without also committing the corresponding changes to 'configure'? That can cause confusion, as it can cause a bzr checkout to be inconsistent and unbuildable. "configure --enable-maintainer-mode" works around some of these problems, but not all, I expect.
