Bootstrap failure of current Emacs-CVS

After a fresh checkout from CVS, the bootstrap fails, at least on Cygwin 
[1.7], as follows:

No errors previously, and 'bootstrap-emacs.exe' does not exist in the 
build tree!

The last useful bootstrap was with CVS-20090827.
