Not fully, no.  Until Emacs starts counting pixels, the thumb will 
always be off a bit from the expected position.  But turning off 
"overscroll" helps a bit.  The W32 scroll bar doesn't seem to do 
overscroll in Emacs (22.3 from ftp.gnu.org).
