Why 'frustrating'?
I start the GTK build of Emacs trunk (and the X server if needs) with a
link on the Desktop.
The target of the link is:
C:\cygwin\bin\run.exe bash -l start_emacs-X.sh
and
$ $ cat /usr/local/bin/start_emacs-X.sh

export DISPLAY=:0
