* [ELPA] New package: cpio-mode

Well, I'm told that my paperwork with the FSF is done. I've updated all
the copyrights to reflect that. Correspondingly, I've posted the new
version to github at the usual url: https://github.com/dlewan/cpio-mode.

I've tried to make all the changes that I've read about to make it (i.e.
the code proper) ready for ELPA. However, I do know that there's still
other, crufty stull still in there (automated tests, notes questions,
etc.). So, I'd rather have the opportunity to understand what deployment
to ELPA really means/requires.

I also still regard this as beta code, and the greek letter beta is
still in the version. Will that work with ELPA or should I go some other
route?
