As the color icons distributed with Emacs are XPM format, libXpm is required to display them. For convenience, Windows binaries of Emacs 22.2 will include libXpm, a pretest (22.1.91) can currently be downloaded from http://alpha.gnu.org/gnu/emacs/pretest/windows/
