In the case of documents, ok, it makes sense to think in terms of paragraphs. It also makes sense to think in terms of paragraph when editing a text file in Emacs which is a text file document. In the case of source code file, what is a paragraph? Editing a source code file in Emacs and typing M-} (forward-paragraph), the point goes to the next empty line, no matter where this empty line is located (in the middle of a comment, command, function, etc.) Editing a source code file in OpenOffice, each source code line is a paragraph.
