I think what you are saying is that it should not use c-mode for file.c if file.c looks like an image. But this is where the whole security concern started, and it seems that the majority of people prefer Emacs not to default to image-mode for such a misleadingly named file. Anyway, such a case is rare and not worth arguing over as much as has happened on this thread.
