PROBLEMS and/or NEWS are probably appropriate values for "somewhere". My guess is that if Windows 95 users still exist then they probably already have that (I am sure it will have been included with some version of Internet Explorer for example, probably 4.0), but a note in PROBLEMS should cover it just in case.
