When I do
C-x C-f /scp:remote-box:foo
Tramp signals "Login failed" if foo cannot be read due to insufficient
permissions.
With the patch attached, Tramp signals something more descriptive.
I have tested with scp on Debian Sarge only.

Maybe I should add: You also get "Login failed" when evaluating e.g.
(copy-file "/scp:remote-box:foo" "bar")
Here "Login failed" is very misleading.

Please commit.
Maybe the regexp should be expanded depending on messages on other
architectures. I'll check machines I can access (besides Debian it
will be mainly HP-UX); anyway we'll extend when we get other reports.
