window-tree was implemented so that the bugs in balance-windows
could be fixed. But have they been fixed? I think not.
Would someone like to work on this?
It could be that we also need a new function to set a window's
edges in a more controllable way.

Sorry, I forgot to tell. I have done that in
http://ourcomments.org/Emacs/DL/elisp/test/bw.el. It now checks for
Kim's patch and uses that if it is available (as `window-split-tree').
The code not to be cleaned up a bit. Then I believe it should replace
the current balance-windows.

If the new balance-windows can do without that, I don't see

Well, if the bug can't be fixed without this, then
we need this now. But Lennart says he doesn't need this,
