When I made "make bootstrap", it occurred the following message:

In gnus-inews-add-send-actions:
gnus-msg.el:280:6:Warning: make-local-hook is an obsolete function since 
21.1;
    not necessary any more.
gnus-msg.el:281:70:Warning: make-local-hook is an obsolete function since
    21.1; not necessary any more.

Maybe the make-local-hook in gnus should be eliminated.

As discussed before, using make-local-hook is for compatibility reason
and it doesn't hurt Emacs 21.3.  I don't think it is wise to eliminate
it when it is still necessary for XEmacs.
