I get the same awful behavior with both 24.5 and 25, at least when
registering the file under RCS using Fedora 23. In both cases, Emacs
displays mojibake because rcsdiff outputs a "Binary files ... differ"
message in ASCII and Emacs I guess assumes that the message is in
UTF-16. It's obviously a bug but I don't see a regression.
