mbstate_t is defined in wchar.h if _INCLUDE__STDC_A1_SOURCE is defined.
With
$ CFLAGS="-D_INCLUDE__STDC_A1_SOURCE" ../configure
the unchanged configure is able to find mbstate_t.
(-> src/config.h is ok).
