I tried:

(setq frame (make-frame '((width . 60) (height . 20)
(tool-bar-lines . 0)
(left-fringe . 0) (right-fringe . 0)
(vertical-scroll-bars . nil)
(visibility . nil))))
(make-frame-visible frame)
----
Then, I got:
----
(frame-width)
60
(frame-height)
20
----
So I think the difference is by fringes and scrollbar.
