[PATCH] Allow inhibiting 'auto-save-visited-mode' on a per-buffer basis.

* lisp/files.el (auto-save-visited-inhibit): New buffer-local
variable.
(auto-save-visited-mode): Use it.

* etc/NEWS: Document new variable.
