* wrong major mode for tutorials

While revising and updating the German translation of the tutorial I
found out that if you type `C-h t', the tutorial is now loaded in
`text' mode.  However, the text assumes that the tutorial's mode is
`fundamental'.  This is a discrepancy.

There are two possibilities to fix this:

  1. Assure that `TUTORIAL' (and its translations) is loaded in
     fundamental mode.

  2. Update the tutorial files.

What's the preferred solution?

There's no real reason to choose between text or fundamental mode for
the tutorial, I think.  Since it's easier to change tutorial.el than to
change all the tutorials, I did the former.
