For example in KDE or stumpwm you can make any window fullscreen (via a window menu or a keybinding), and I'm sure it's the same for GNOME and most/all other windowmanagers. The only situation where I can imagine that a application side command is useful, is when you don't use a window manager at all and your .xinitrc only starts emacs.
