character error when using weblogger

Everybody, how are you?

Recently, I pulish my blog to wordpress using emacs 23.0.60 with weblogger.el.

After publishing, I refer to the source code of the html file. 
It goes wrong:

I am not certain what goes wrong.
Can you give me some advice?
