There is a good comparison of several tools on wikipedia[1]. The comparison shows the license of the tool and many mode informations including the user interface One of the best I know is debbugs. This is the tool the Debian team is using everyday for years now. It reliable, stable, easy to use, has several GNU Emacs centric modes ready to use and it is free software (off course).
