Hi
I have (ido-mode t) in my .emacs.
Opening a file on a remote machine with tramp (scp) works
great. Opening a second file (C-x C-f) or reloading the file (C-x C-v)
results in
Debugger entered--Lisp error: (args-out-of-range "" 0 1)
#[(x) "\b=8c1=8c2O=8c3=98=85\n

I cannot reproduce it locally. Do you have a fresh checkout of Emacs?
Two days agao, I've applied a fix to tramp.el, because of ido. Maybe it
is a similar problem?
If the problem does not go away, please check it with a clean Emacs
(call "emacs -Q"). Remove also lisp/ido.elc and lisp/net/tramp.elc
before starting Emacs, in order to get a readable backtrace.
Best regards, Michael.
