I missed RMS's original post on this topic.

I do not want to be the lead Emacs maintainer; I have too many other 
projects on which I have leadership responsibilities.  However,
if there is going to be a team, I'm willing to serve on it for a time.

I think recent discussion has made clear that I'm very concerned about
what I regard as the rather shambolic state of the project's
collaboration tools.  I think that with a few months of work, not as
lead maintainer but as an chartered specialist in this issue, I could
effectively address those problems.

I'm willing to schedule that time in 2008.
