I still encounter a bootstrap build error generated when compiling the
emacs/lisp/net/tramp-fish.el file.

Question: Would putting the 'require call inside an 'eval-when-compile solve my
problem.
Question: Why is compile not finding "tramp.el" (tramp.el isn't compiled till later
the way the build process works, but it should append .el to the "tramp"
and find it in the current working directory.
Any help is greatly appreciated,

It's a pity, that nobody else using cygwin did report whether she had
the same problem, or not.

I believe tramp.el was found. The lines "Loading subst-*..." are an
indication for this, because they are related to tramp.el's "coding:
utf-8;" cookie. tramp-fish.el hasn't such a cookie.
Could you, please, remove the first line of tramp.el, and rerun your build?

Thanks Michael for the hint. Deleteing the one line didn't work, since it requires files that requires files that also set utf. Even with those deleted it didn't work, but I do believe that it has something to do with the coding system as you suggested
and maybe its because I'm in a Japanese language environment, that my build problem arises with regard to "tramp".
