   In software released under GPL2, the license itself is typically put
   into the distribution in a file called COPYING.

   What is the canonical name for the GPL3 to be?  Is it going to be
   "gpl-3.0.txt" (as downloadable from
   http://www.gnu.org/licenses/gpl-3.0.html) or "COPYING3" or some other
   nice name, or is it going still to be called "COPYING"?

Just COPYING, it is the canonical place to look for the license, not
just for works licensed under the GPL.
