A discussion, no matter how thorough, does not update all docs and
code.  The Emacs manual was changed, but not the Elisp manual, which
uses the term "user option" much more often than the Emacs manual, nor
any other manual, nor the Custom interface itself, nor any docstrings,
nor any code, nor any comments, nor any of the countless other stuff
that would need to be updated.   If we want to return to a consistent
terminology, reversing the change would be a lot less work than
consistently implementing it.

Note that with the current Emacs manual terminology talking about "the
option foo" makes no sense.  There could be two options foo: a
variable foo and a possibly unrelated face foo.  Variables and faces
have different name spaces.
