Well, that was a little bit misformulated. It is not "internal", because it appears user-visibly in the Custom buffer. What I meant with "internal to Custom" is that it is strictly a Custom thing, and meaningless in as far as Elisp is concerned. It is just a tag that appears in the Custom buffer and nothing else.
