locals.texi contains:
@item line-spacing
@c Cause an error so we will fix this.
@xref{Yet to be written}.
and:
@item vertical-scroll-bar
@xref{Yet to be written}.
@end table
which, in view of the comment, _deliberately_ breaks bootstrapping.
But people might actually want to bootstrap. Those not familiar with
Texinfo might not know that all they have to do to enable
bootstrapping is comment out those two deliberate errors.
