Well, _actually_, if you're using GTK widgets, the the fringe-icon info is slightly more accurate than the scrollbar when you're near the end of the buffer (apparently due to GTK's broken scroll-bar model): even though the EOB is on the screen, the scroll-bar makes it look like it's not.
