I don't think that psgml and sgml-mode can coexist, right now, so loading psgml prevents you from using its sgml-mode's HTML support whether you unload sgml-mode or not. The problem with unloading sgml-mode is rather that I find unload-feature somewhat brittle. If it works, it's probably a good quick fix.
