Last time it came up it was decided to include URL right away,
but I haven't seen anything yet.  Are we still waiting for someone
with shell access to the repository to create a symlink from
emacs/lisp/url to url/lisp (as is done from emacs/src/regex.[ch]
to gnulib/regex.[ch]) ?
