I suggest to use the same as with X, using the compose key. I don't think Emacs is informed if you type the compose key. The X server handles that. Anyway, not every terminal has a compose key. And if you want to use the compose key, you can do that with X, so why does Emacs need to implement it too? Emacs should do something else.
