But Emacs by default already does bind infamously country-specific keys to general uses e.g: overwrite-mode is on insert abort-recursive-edit is on C-] ESC is on C-[ None of those keys is country-specific as far as I know. C-[ and C-] are ASCII characters. INSERT is a function key. I don't think it is country-specific, and it is certainly not a letter (we were talking about country-specific *letters*).
