    Of course, we _should_ do the right thing and remove it from CVS (along
    with `configure' for that matter)....

Then anyone who wants to build Emacs from CVS has to install the
latest Autoconf.  That would be quite unfortunate.

Would having an autogen.sh file prevent this problem for config.in?
If so, that would be ok.  But we still want to have the configure file
in CVS.
