Have users participate only through GNU ways. My suggestion would be to perform polls as you described in the beginning, i.e., how it's been done in the past. (See also below; this could be enhanced.) But it would be good to _announce_ a poll in more places than just the Emacs mailing lists. A poll can be _announced_, with instructions for participating and an indication of what the poll is about, on non-GNU sites such as those mentioned so far - Reddit and the various Stack Exchange sites (especially emacs.StackExchange and StackOverflow). Plus an announcement by Sasha on her blog and her Emacs-news mail to emacs-tangents@gnu.org. Announcing a poll in various places, providing the same info about it, including how to participate and what is expected, and then having all users actually participate in more or less a single location/way, which is managed by GNU, would be good, I think. That way to participate could be just what has been done in the past - by email. Or it could be by way of a GNU Emacs website. Or by any combination of GNU-controlled methods, as long as they all feed into the same poll.
