It could be as easy as turning on the bug tracker for Emacs in Savannah.  I
don't know how good/bad it is but it must be an improvement on FOR-RELEASE.

At the other end of the spectrum someone could presumably set up Bugzilla for
the whole of the GNU Project/All Savannah projects.  Although that might
conflict with projects that have already turned their tracker on, I would
guess you would end up with a superior system.  I suggest asking your
sysadmin people.

There are only half a dozen or so that need to be done by us.  I guess we
would direct people to enter future ones into the database themselves.
