Or, in case there is a problem for the tarball, how about:
all: ${SUBDIR} leim cvs
cvs:
if [ -f INSTALL-CVS ]; \
then $(MAKE) info; \
fi
as I assume the file, INSTALL-CVS, isn't included in the tarball and
the user need only type make in both cases.
